Because of a threat of fire, I am asking my guest to cancel in the next few weeks. Is it better that they initiate the cancellation or is there a better way to do it?

ABSOLUTELY better for them to initiate if they are through Airbnb or VRBO. If direct probably inconsequential.
This avoids the host-initiated-cancellation dings that the OTA’s have in place. These may be avoidable due to Force Mejeure measures but would need time on the phone with customer service that could be easily avoided if the guest simply cancels within their cancellation for free window.
